Residual cargo (residues of the cargo) is released when a ship is unloaded and cleaned. The transfer facility (cargo receiver), the shipper/skipper and the receiving facility all have responsibilities and obligations to dispose of this residual cargo in the correct manner. In an unloading statement, it is recorded from the moment of unloading who has taken which steps for this and which requirements must be met after unloading the cargo.

Who is responsible?
According to the Ship Waste Convention, the consignee is obliged to issue an unloading statement. The cargo receiver is responsible for cleaning the ship in the case of dry cargo. For liquid cargo, the responsibility lies with the shipper; the contractor.
The declaration of discharge is for dry cargo and for tanker shipping and consists of three parts; one part for the transshipment installation, one for the skipper and one for the reception installation. These are the three parties that are usually involved in completing a discharge declaration. Sometimes this is only the transhipment installation and the skipper.
